Stop & Frisk is a procedure used by LEO to literally stop a Citizen , frisk them (for the safety of LEO) and interrogate them, based on a standard "...at a level above a hunch or intuition..."
That means that LEO must have some evidence that the Citizen is a criminal or is engaging in criminal behavior. He must see a bulge of a pistol, for instance. SCOTUS has ruled that simply running away from LEO meets the standard.
The standard of Probable Cause is much higher.
You can already see the potential for abuse, no?
The Philadelphia Police Department oversees just over 1.5 million Citizens within the city proper. In 2009 they performed 253,333 Stop & Frisk actions, and arrested only 8.4% of those stopped.
So, in 91.6% of these Stop & Frisk actions, LEO's criminal radar was not working.
That is: If you accept the premise that the purpose of a Stop & Frisk is to thwart a crime.
If the true intent of Stop & Frisk is to intimidate and condition the populace that LEO may throw you against a wall, pat you down and have their way with you at their whim, then the program is a success.
Philadelphia proper is home to about 1.5 million people. 250,000 Stop & Frisks is a pretty darned high percentage of the population...
SCOTUS permits Stop & Frisk.
Philadelphia is going to modify their procedures in the face of complaints that about 75% of those stopped were black or hispanic. I do not know what the demographics of Philadelphia Proper are today, do blacks and hispanics represent about 75% of the population?
No matter, we must examine the premise.
But first, note the premise of the revised rules: They are revising their Stop & Frisk rules not based on the premise that it is unconstitutional and brutally anti-4th Amendment, but rather, that mostly blacks & hispanics are being searched.
Remember the old Soviet farmer complaining to the Party Officials: My neighbor has three pigs and I have only two - kill one of his pigs!
If every racial, ethnic & religious group, if every individual in the nation, would abide and enforce the Founders Intent of the Constitution, all of these abuses drift into nothingness.
Are blacks & hispanics really willing to live in a Police State, so long as their white neighbors are equally oppressed? How about if black, white & hispanic neighbors identify and engage the true problem, together?
LEO and the Political Class who direct LEO are the problems.
We can go back to our Founders again to find the solution to this problem. (All of our answers can be found there, if we look.)
To paraphrase Ben Franklin: We will hang together, or individually...

A Patriot sent this to me in email. Thomas J. Ball killed himself on June 15th on the steps of the Cheshire County Courthouse in New Hampshire, in protest. He chose to set himself afire. When a man chooses to die in such a manner, he's making a statement.
Here is an excerpt from Pro Libertate:
The leitmotif in Ball's letter is the phrase "Second Set of Books," a phrase that refers to the "policies, procedures and protocols" actually followed by bureaucrats and their enforcers in defiance of the "First Set of Books" -- that is, the federal and state constitutions.
"You never cover the Second Set of Books your junior year in high school," Ball pointed out. That because we are not suppose to have a Second Set of Books." The Second Set of Books contain writings that are too holy to be inspected by mere Mundanes. Those of us who don't belong to the Sanctified Brotherhood of Official Coercion are required to behave as if there is some continuing relevance to the First Set of Books. Maintaining this official fiction is necessary in order to convince the credulous -- well, those who pay attention to such matters -- that it is possible to receive redress of grievances through the same system that has aggrieved them.
Like millions of other victims of the State's "domestic violence" apparatus, Ball came to understand that the system cannot be reformed from within: "On one hand we have the law. On the other hand we have what we are really going to do-the policies, procedures and protocols. The rule of law is dead. Now we have 50 states with legal systems as good as any third world banana republic. Men are demonized and the women and children end up as suffering as well. So boys, we need to start burning down police stations and courthouses. The Second Set of Books originated in Washington. But the dirty deeds are being carried out by our local police, prosecutors and judges."

Some men lash out, some lash inward. When a man breaks, it is sad, unpredictable, and dangerous.

I wonder how many .223 FMJ rounds one can fit in a 5 gallon bucket. I'm curious because looking back to my young teenage years with my Uncle, he'd buy ammo in bulk - by the 5 gallon bucket. He really stocked up on .223 & .45 ACP, but I can count in my head at least 15-20 buckets filled with ready-to-go rounds in several calibers.
His rifle cabinet held only a few of his pieces, the most expensive hunting rifles and a sweet, original 1911 once owned by the US Government. It said so, right there on the slide. He liked his Ruger Mini-14's, one was always leaning by each entrance (front & rear). And handguns were everywhere. On top of the refrigerator. In the pantry. Under the sofa. Laying on the fireplace mantle. In the mechanical room. One never needed to take more then 4-5 steps to pick up a firearm that was charged and ready to go.
I suspect he'd make a list or two at DHS if he were still alive.

The story of a pair of naked children wandering the streets in Jersey City should speak to each of us who seek First World status again in America.
No, America is no longer First World.
The story from Jersey City could have come from any major Metro in America today. We can discuss the societal ruin brought about by years of deliberate destruction by Liberals who profit from Fatherless families, but there is no point.
The teenaged girls who found and protected the young ones deserve more credit than they have thus received.
Have you ever been to a Third World city? Mexican border towns don't count.
If you have been to a genuine Third World country, you can see the images on our own streets if you look. You can see our transition. You can see it in our politics and corporate corruption.
I have no intention of living in a Third World America.

We have several in our Community in Texas. Several of you would not mind returning to an independent republic.
I'm not going to ask you what you are doing about Judges like this one down in Corpus Christi, or the bureaucrats who made it happen. It is not your responsibility to write them, or protest, or picket - all useless tactics at this point.
The woman who plead-out to a felony for spanking her child was threatened with far, far worse if she fought the charges. I know how the system works. For this woman to fight in court would have been futile - she would lose and she would get serious time.
You have people in Texas who do not think the way Patriots think. We all do.
But if you seek independence once again, whether part of the united States or not, you have a state filled with such people. What are you going to do with or about them?
That question is rhetorical...do not post what your personal intent may be.
Treason fits, if you ask me. It is a Constitutional remedy, if you choose to remain part of the united States.

I originally called that Weiner would not be forced to resign. I was wrong. We didn't know all of the details we do now, but even now, given what we know, I would bet against this guy from resigning. The details we know + his arrogance and hardcore Liberal connections do not rise to resignation.
There are still details we do not know.
The fact that he hired an attorney is a big tell that there is more under the surface.
No matter, of course. It's all a Sparklie and Weiner is a very dangerous Liberal who will operate effectively in the Private Sector. He is not yet finished destroying Liberty.
But it is one fewer in the House, and for that I grin.
