It was about setting the precedent for a Soviet-style Politburo.

It was about eliminating the power of all but twelve core politicians...the rest of Congress is now impotent.

Nothing more or less.

    This was designed to fail, an illusion to show the folks "we understand".

    Not a lick of difference between the twelve.

    On the positive side it is easier to memorize 12 targ...ummm... I mean it is easier to recognize 12 faces than 435.

    At the very least, it was to (1) give bamster a "do-nothing" congress to run against and (2) put tax increases in the national press as a necessary" thing.
