Regardless of who is elected in November on the national level - that fact will not change.

People need to be willing to go all-in under threat of imprisonment, if the "law" they violated had no victim. Why "let the system handle it" or "just do the time and get over it"? If there was no victim, there was no crime, and they are kidnappers. One sees his buddy gunned down, or several buddies gunned down, next to him, he might decide to take desk duty. He may not. He may be the next to go down in front of his buddies. Point is, if enough fight back, enough of them die for enforcing victimless "crimes", being a cop may become a highly undesirable profession.
